Flagstone has no beauty (tile is 2 beauty), returns nothing when deconstructing (tile returns 2-3 blocks). So why would you ever build Flagstone instead of tile, even for roads? Tiles: I put that shit everywhere. Anywhere outdoors or likely to have a fire. Generator rooms, main hallways, store rooms etc. Concrete: I avoid it.

Then, there's the problem of not having a stone floor everywhere (especially if you don't burrow in mountains every time).
